Valencia strengthens ties with Estonia to collaborate on technology, innovation, and urban development

Valencia, May 29, 2025 – The Councillor for Tourism, Innovation, and Investment Attraction of the Valencia City Council, Paula Llobet, visited Tallinn, Estonia last week as part of an international roadtrip of events organized by València Innovation Capital. During this visit, she signed a cooperation agreement with Tallinn’s Deputy Mayor, Margot Roose.

This agreement is particularly relevant given that Tallinn boasts the highest concentration of unicorns per capita in Europe. Many of these companies—such as Skype, Wise, Bolt, and Pipedrive—originated in Tallinn, establishing it as the heart of Estonia’s tech ecosystem.

In addition, programs like e-Residency have enabled entrepreneurs from around the world to establish and manage companies in Estonia remotely, further boosting the country’s startup ecosystem.

Paula Llobet explained that thanks to this agreement, “we’re going to work with the best at a key moment for the growth and internationalization of our innovative entrepreneurial ecosystem.”

The councillor emphasized that this agreement reflects the City Council’s firm commitment to “promoting partnerships that support internationalization and the growth of businesses and startups as a driver of job creation, facilitate access to new markets, and enhance our capacity to attract investment.”

The agreement allows each city to propose up to three projects annually to be piloted in the partner city under the “sandbox” program. Creating a bilateral mechanism to facilitate the international expansion of startups.

Llobet also noted that a budget of €600,000 has been allocated for this international roadtrip, and that Valencia Innovation Alliance plans to sign a total of 20 agreements with strategic cities to foster more synergies, collaborations, and contacts with investors and key stakeholders for the growth of local projects.

Specifically, the agreement will initially be valid for one year, with the possibility of extension. It also includes the creation of a soft-landing mechanism to support the international establishment of startups. Both parties commit to giving visibility to joint initiatives and exploring new avenues for collaboration.

This international agreement follows the one signed just a few weeks ago in Medellín (Colombia). Marking València’s first international alliance with the Latin American ecosystem in this field.

Strategic Meetings

During her official visit to Estonia, the Councillor for Tourism, Innovation, and Investment Attraction, Paula Llobet, carried out a busy agenda focused on international cooperation. Strengthening Valencia’s position as a reference in urban innovation.

She held meetings with representatives of the Estonian government and the e-Residency program to explore opportunities for attracting talent and foreign investment. Llobet also met with the founder of Greenful Group to learn firsthand about one of the most ambitious circular economy projects in Northern Europe, and visited the offices of tech unicorn Glia, founded by an e-resident.
